OCA Database and Browser was developed in 1996 by Jaime Prilusky of the Bioinformatics Unit, Weizmann Institute of Science, Israel.
Oca is the spanish word for goose, but many suspect that it was inspired by Arthur C. Clarke's 2001: A Space Odyssey.
